Ohio’s Biennial Budget for State Fiscal Years 2012-2013 (HB 153) transferred the full financial responsibility for Medicaid funded substance abuse and mental health benefits from the Ohio Department of Mental Health (ODMH) and the Ohio Department of Alcohol and Drug Addiction Services (ODADAS) to ODJFS. This process will be complete on July 2012 when Medicaid claims for behavioral health services will be submitted to and processed by MITS, the Ohio Medicaid Information Technology System.
Submitting Medicaid claims to MITS represents a significant change in business practice for Ohio’s behavioral health service providers and other key stakeholders. Consequently, staff from ODMH, ODADAS and ODJFS have held numerous meetings with stakeholders to hear their concerns, gather input and incorporate that information into the modification of MITS to accommodate behavioral health services and claims. The MITS Behavioral Health Integration Project will Go Live on July 1, 2012 when Medicaid claims for behavioral health services provided on or after July 1, 2012 will be submitted and processed by MITS. Payment for these Medicaid claims will be made directly from ODJFS to Ohio behavioral health service providers.
With any change such as this, communication is critical. ODMH, ODADAS and ODJFS staff have committed to provide timely and useful communication to stakeholders regarding how they can best prepare to submit their Medicaid behavioral health claims to MITS beginning July 1, 2012. A new series of MITS BITS newsletters is being developed to support this project. Each week a new MITS BITS will be shared directly with Ohio’s behavioral health stakeholders via e-mail and posted to this web site. We hope this information will prove useful.
